Forum for Urban Design Update:
Thanks to the more than 200 teams, individuals and students from 18 countries who registered for the Red Hook Bicycle Design Competition! This email
is a list of things to consider as you go forward with your brilliant design ideas. Please save this email and read it carefully!
Housekeeping matters:
-- The FTP site is occasionally inaccessible, but it does work. If you get an error message, check back later and be sure to refresh your browser.
-- The deadline for submitting materials is Friday, Sept. 26 at NOON. We will be strict about this.
-- We will set up a secure flickr site to submit materials. More information on that will be forthcoming as we get closer to the deadline date.
Design considerations:
-- Just to clarify, this is a design competition. There is no "budget" and no guarantee that any of this will ever get built. HOWEVER, we made this as realistic as possible -- including getting input from NYC DOT, MTA, Community Board 6, etc. -- in hopes that parts of the winning design and/or finalists will be integrated into future projects. We also hope to capitalize on the current enthusiasm in NYC for bicycle-oriented transportation, including introducing the concept of a secure bicycle garage or "loft" that integrates into the subway/bus system.
-- few people have already commented (rightly so!) that the site for the bicycle garage is not that close to the entrance to the Smith/9th Street F train stop. There are several reasons for this. 1. The Smith/9th Street station is going to be closed for 2 years while MTA rehabs it, so locating the garage/loft BETWEEN that station and the 4th Avenue F stop makes it relevant to both stations; 2. The garage/loft should be a hub of activity (i.e an attractor), not just a place to park and ride; 3. More significantly, Gensler, the architecture firm hired by MTA to redesign the station, wanted to add a second entrance at the eastern end of the platform, which we think is a good idea that should be reconsidered. (We have added another image to the ftp site indicating where this was envisioned.) The bicycle garage/loft is much closer to where the second entrance would be located, and could become an example of a redesigned entrance/exit that better accommodates bicycles and meets ADA requirements. We are NOT requiring that everyone come up with a detailed second eastern entrance, but to suggest it in the design and how it would related to the garage/loft would be important.
-- Over the next six months, Community Board 6 will be working with NYC DOT on streetscaping designs for the lower portion of the Columbia Street/Van Brunt rehab. We hope to provide ideas to Community Board 6 about ways to put this street back together (after sewer work is completed) that would make it a "complete street" rather than designed only for auto traffic. Finding out what is planned here would be a good idea in order to focus on this area as a major locus of bicycle activity, which might actually have some influence!
-- Redesigning streets that are multi-purpose naturally brings different constituencies into conflict. A few to consider: Red Hook neighbors are concerned about increased traffic as a result of the newly opened IKEA and the impact it might have on curbside parking. Efforts to add dedicated bicycle lanes without reducing parking would be looked upon favorably by some residents. Another consideration is that the Southwest Brooklyn Industrial Development Corporation expressed a concern to the Forum that dedicated bicycle lanes could conflict with truck routes. However, small business owners and residents along Van Brunt, which is currently a truck route, would like to see truck traffic on that street reduced and many business owners and residents are very supportive of dedicated bicycle lanes there. These are the types of considerations that should inform the planning portion of the design competition.
-- Some neighborhood amenities to consider: On the ftp site is information about the Brooklyn Waterfront Greenway. They have put a lot of time and effort into this. The planned Greenway is recreation-oriented, and our vision is more commuter/neighborhood focused, so we are not in competition with the Greenway but seek to compliment it by making connections with it. There are also the Red Hook Park ball fields, which are well-used on the weekends, and people come from all over to enjoy the food that the vendors supply to the ball players and their families and friends. Connecting to this part of Red Hook without disrupting street parking would be another consideration. Atlantic Basin has long been considered a possible redevelopment site. Looking into this and incorporating bicycle activity is another option -- especially since this is the likely location for ferry service to Governor's Island. Governor's Island itself could become a hub of bicycle activity, making Red Hook a great connection point for people coming from Brooklyn via bicycle.
Most of all, be creative and have fun! We are excited about the possibilities and look forward to seeing lots of designs that are both practical and imaginative, that show a depth and range of architecture and planning skills, that fuel a burgeoning desire among all New Yorkers for more user-friendly, human-centered urban design.

Forum for Urban Design: "Many of you have emailed inquiring about the proposed site of the Bike Loft. After much discussion, we were finally able to come to an agreement with the Parks Department to offer, in part, Under the Tracks Park, located on 10th Street between 2nd and 3rd Avenues (Block 1008, Lot 1), Brooklyn, NY. The lot has not been surveyed since the park was built in the 1930s, but it has water and electricity access - two components we consider essential to a successful bicycle garage.
